 RULES AND REGULATIONS FOR COMMUNITY RADIO STATION BROADCASTING

Community radio stations in India are governed by the Community Radio Stations Policy (CRS Policy) formulated by the Ministry of Information and Broadcasting, Government of India in 2006. The CRS Policy lays down the following rules and regulations for community radio stations broadcasting in India:

1.     Eligibility Criteria: Community radio stations must be owned, operated and managed by a non-profit organization, such as a registered society, trust, or non-governmental organization (NGO).

2.     Coverage Area: The maximum coverage area of a community radio station is limited to a radius of 10-15 km from the transmission site, depending on the terrain and the availability of spectrum.

3.     Frequency Allocation: Community radio stations are allocated frequencies in the FM band, between 90.0 MHz to 107.9 MHz. However, frequencies are allocated subject to availability and on a non-interference basis with other licensed users of the spectrum.

4.     Licensing: The licensing process for community radio stations is administered by the Ministry of Information and Broadcasting. Applicants must meet the eligibility criteria and comply with the technical and programming requirements set by the ministry.

5.     Content and Programming: Community radio stations are required to produce local content that reflects the culture, tradition, and diversity of the community they serve. The programming must be non-partisan, non-commercial, and should not promote any particular political or religious beliefs.

6.     Advertising: Community radio stations are not allowed to broadcast commercial advertisements. However, they can broadcast sponsored programs, subject to certain conditions.

7.     Funding: Community radio stations are expected to generate their own funding through sponsorships, donations, and grants. They are not allowed to receive any funding from the government or political parties.

8.     Monitoring and Compliance: Community radio stations are required to comply with the provisions of the CRS Policy and other relevant laws and regulations. They are also subject to monitoring and inspection by the Ministry of Information and Broadcasting.

9.     Renewal and Cancellation: The license for community radio stations is valid for a period of five years and can be renewed for a further period of five years subject to compliance with the terms and conditions of the license. In case of non-compliance, the license can be cancelled.

10.Complaints and Grievances: The Ministry of Information and Broadcasting has established a grievance redressal mechanism for community radio stations. Complaints can be lodged through the designated authority and will be addressed in a time-bound manner.

It is important to note that these rules and regulations may be subject to revision from time to time, based on the changing requirements of the broadcasting industry and the evolving needs of the community.
